Theory of Change

We believe that:

  • IF teams of public school district leaders select shared goals to advance student achievement and co-develop and advocate for policy and programmatic strategies to achieve those goals
  • AND those leaders are supported to develop cross-districted relationships, and are given resources and support to implement and improve those strategies
  • THUS knowledge will be shared more efficiently and effectively; practitioners will improve effectiveness
  • SO THAT school districts will build capacity as learning organizations and student achievement will improve
