We believe that:
- IF teams of public school district leaders select shared goals to advance student achievement and co-develop and advocate for policy and programmatic strategies to achieve those goals
- AND those leaders are supported to develop cross-districted relationships, and are given resources and support to implement and improve those strategies
- THUS knowledge will be shared more efficiently and effectively; practitioners will improve effectiveness
- SO THAT school districts will build capacity as learning organizations and student achievement will improve
